Skarr has advised clients in the cannabis, energy, gaming, manufacturing, real estate development, telecommunications, and transportation industries, to name a few. With a knack for analysis, research, and compelling storytelling, Skarr’s campaigns have won numerous awards and industry honors.
In 2021, the firm’s Save Tulsa Jobs campaign was named a finalist for the prestigious North American Sabre Awards in the Issues category. He has also helped clients achieve success at the ballot box by serving as chief strategist for several referenda committees or ballot initiatives.
Before joining Culloton + Bauer Luce, Skarr served as Vice President of Advocacy for the Naperville Area Chamber of Commerce, where he crafted and advanced its nationally recognized public policy program. He also served as a fellow of the U.S. Chamber of Commerce in Washington.
