Rachel Bold

A seasoned communications and public affairs professional, Rachel Bold brings more than 15 years of experience navigating complex political, policy, and media environments, with a deep understanding of how media, government, and public opinion intersect to shape outcomes in high-stakes situations.

Before joining Culloton + Bauer Luce, Rachel served in senior communications roles at the highest levels of Illinois government. Most recently, she was Senior Advisor to the Illinois Senate Minority Leader and Caucus, where she helped shape legislative and media strategy, guided messaging on breaking news and complex policy issues, and prepared legislators for high-profile media appearances.

Rachel has held senior communications roles in both the executive and legislative branches of Illinois government, leading high-level communications efforts spanning message development, media relations, crisis and rapid response, and executive briefing during periods of intense public and political scrutiny. As Press Secretary to the Illinois Governor, she served as a primary spokesperson and led day-to-day media relations in close coordination with policy and digital teams. She also served as spokesperson to the House Minority Leader and as Director of Communications and Public Affairs for the Senate Minority Caucus, overseeing caucus-wide media relations, community outreach, and a large communications staff.

In addition to her government service, Rachel has played senior roles on some of Illinois’ most competitive legislative campaigns, managing and advising winning State Senate races while helping build and scale effective grassroots organizations, coordinate field and communications efforts, and drive earned media strategies where message discipline and rapid response were critical to success.
